The Ministry of justice of the Russian Federation published the order of the Ministry of agriculture of the Russian Federation from 13.07.2016, No. 294 "On approval of the Procedure of the courts technical controls and their types", regulating the procedure and requirements to equipment of the fishing fleet technical means of control (TSC). The order requires the mandatory transfer of coordinates of the vessel in the fishery in regional centres sectoral monitoring system of Rosrybolovstvo.
In the list of ship earth stations permitted by the order for installation on fishing vessels, there are only two terminal systems mobile satellite communication (MSS): simple "Gonets" and foreign "Inmarsat". Thus, for the first time at legislative level the possibility of using the Russian system of PSS as TSK. For these purposes, is possible to install on ships specially designed ship earth stations (ESS) "Gonets" - subscriber terminal "Gonets-D1M" "at-MN-2.1". The equipment has previously obtained the approval Certificate of Russian Maritime register of shipping confirming its compliance with the technical requirements as additional radio equipment installed on ships of various types. In 2016 the ship equipment system "Gonets" was successfully tested on vessels fishing in different water basins of the Russian Federation, including the Baltic, black sea and Azov sea, far East.
General Director of JSC "Satellite system "Gonets" Dmitry Bakanov said: "Ship earth station "Gonets" will be the first developed in Russia by a device approved for use on ships as a ship earth station. The entry into force of this order is an important step in the development and use of domestic technologies of communication and navigation in the interests of solving social and economic problems."
