On Thursday, March 31, 2022, a regular meeting of the Expert Council on Digital Transformation of the Roscosmos State Corporation was held under the chairmanship of Konstantin Shadrin, Director of the Digital Development Department. During the meeting, measures to mitigate risks in the field of digital and information technologies in the current conditions were discussed. The presentations were made by representatives of the Industry Competence Center for Import Independence (import substitution) of TsNIIMash (part of the State Corporation "Roscosmos") and the industry integrator of the RC-Digit.
During the discussion, specific measures and the need to achieve a practical effect for the organizations of the Roscosmos State Corporation were considered, as well as the need to use various measures of state support.
"It is necessary to organize systematic work to consolidate the accumulated experience and knowledge in the industry, to intensify work on the creation of digital industrial polygons based on our organizations together with domestic IT companies, involve representatives of relevant departments in this work," Konstantin Shadrin noted and instructed to form a list of digital polygons and a register of domestic ones tested in the industry of software and hardware solutions within two weeks.
Representatives of the Gonets Satellite System demonstrated the Metagraph Platform of their own development, which is used in various areas of the organization's activities. The platform is based on a flexible modular architecture with the core of a single data model and a software package that manages the semantic network. Pavel Cherenkov, General Director of the Gonets Satellite System, noted that this solution allowed not only to automate a number of organizational processes, including the introduction of a risk management system, but also to increase generally the level of digital maturity and corporate culture.
The Expert Council recommended to initiate measures for including the Metagraph Platform in the Unified Register of Russian Programs for Electronic Computers and Databases, created in accordance with Article 12.1 of the Federal Law "On Information, Information Technologies and Information Protection". This is needed in order to expand the use of Russian programs for electronic computers and databases, to confirm their origin from the Russian Federation, as well as in order to provide state support measures to copyright holders of programs for electronic computers or databases.
